Visitor tracking

The National Legal Services Authority strives to conduct the tracking of visitors to the Nationallegalservicesauthority.fi website in a way that respects the privacy of the user as much as possible. The purpose of visitor tracking is not to collect identifying data.

The open source Matomo software is used for visitor tracking. Matomo does not set cookies or store any other information on the visitor’s terminal device.

Matomo collects statistical data that the National Legal Services Authority uses to develop the content of the site and to monitor its quality. The data is used to monitor visitor numbers and plan service capacity.

Matomo is hosted by the Legal Register Centre, and the visitor tracking data is stored on the servers of the Government ICT Centre Valtori in the European Economic Area. The data is kept for two years.

How does Matomo work?

Matomo identifies the rough geographical location of the visitor (which country the visitor is in). A truncated IP address is used to determine the location information. In addition, Matomo generates an identifier for the visitor, which it uses to collect information about the pages the user has visited and the times of access, as well as the web browser, device model and operating system.

The processing of visitor tracking data is based on the performance of duties in the public interest of the authority, such as ensuring proper service for the administration’s customers (Administrative Procedure Act). Visitors have a legal right to object to the processing of their personal data.

Visitor tracking data is never disclosed outside the administrative branch of the Ministry of Justice in a way that would allow individual visitors to be identified. Statistical data can only be used for the development and communication of the online service.

Preventing visitor tracking

No traffic data is collected if the visitor has enabled the ‘Do not track’ feature in their browser settings.

However, if visitor tracking data has already been accumulated, the exercise of data protection rights is only possible if the visitors themselves provide the additional information necessary to specify the visitor data.
