Attorneys and defence counsels

In the e-service, an attorney may 

  • send and receive messages relating to legal aid applications 
  • submit an application for legal ai
  • apply for the appointment of defence counsel or an attorney
  • request verification of financial reporting
  • draw up and submit a claim for fees and compensations
  • file a submission
  • complete a preliminary calculation on their client’s possibility to get free or partly compensated legal aid (does not require logging in)

The access of attorneys to the e-service is based on the payee register. Being in the register is a requirement for acting as an attorney in legal aid matters.

An attorney must submit the following information to the payee register:

  • name of the entrepreneur
  • business ID (company)
  • bank account
  • address
  • e-mail
  • personal identity code
  • Private traders must also provide a certificate of payment of entrepreneur’s pension insurance no older than three months.

The information required for the payee register or changes to these must be sent to rekisterit(at)palkeet.fi (only for matters related to registering to and maintenance of the payee register).

Attorneys registered in the payee register must identify themselves using internet banking codes, a mobile certificate or a certificate card. After signing in, it is possible to submit numerous requests or claims for fees.

The service can also be used with Suomi.fi e-Authorisation. This means that an authorised person can use the service with their own user ID, and fill in information on behalf of the attorneys in the organisation who have been entered in the register. A legal aid decision with instructions for an appeal will be sent to the attorney in the requested manner, such as in the e-service, by e-mail or post in paper form.
